Scott has over 25 years of experience in development policy, sustainable growth, economic and financial analysis and access to and management of climate and disaster risk finance. He has advised on a wide range of economic development issues, including improving Green Growth Pathways post COVID-19 (ASEAN – ClimateWorks, Jamaica – World Bank and Tajikistan – ADB), sustainable livelihoods in communities (such as fisheries and agriculture in Indonesia and the Solomon Islands), infrastructure in the Pacific (designing EU funded projects in energy and waste management), climate change and disaster risk planning and funding resilient development (with recent experience on Blue and Green Bonds and Debt for Nature-Based Finance). He has led teams of experienced professionals, developed strategy, planning and budgets for those teams and worked with development partners to fund various programs (DFAT, USAID, Japan, World Bank and EU).
He has extensive experience at capacity building and support, for example, he provided support to the SI Ministry of Finance and Treasury in 2019-20 on revenue and SOE reform and has co-wrote a book on Cost-Benefit Analysis and developed and delivered a training course on the material. He also has practical experience in working on pre-feasibility studies in the Solomon Islands and Fiji in agriculture and infrastructure (with a focus on energy and water). Over 2020-22, he provided advice on green recovery pathways and the identification of supportive financing mechanisms for Jamaica and Tajikistan. All of his work has been linked to supporting sustainable development and the progress of nationally driven development pathways that incorporate gender and social inclusion.
Scott has worked in the Pacific for over a decade and he has extensive networks at national and regional levels. He has worked with regional Leaders, Ministers and senior officials, and has a sound awareness of local political issues and an understanding of the national context. In particular, he has applied his skills to support national economic analysis and assessment, budget policy and reform, infrastructure policy and planning and on pre-feasibility and project assessment for a variety of projects. Lastly, he has well-developed negotiation skills that have been developed by regular participation and attendance at international and regional meetings.
