Troy is a founding Director of UTL Utilities Pty Ltd (2018 – present). 

Troy has over 30 years experience in the public and private sectors working at senior levels including roles with State and National portfolios, including residence roles in Qld, NSW and Vic.

Troy has focused in the waste management and resource recovery sector for over 25 years and has worked in all key areas of waste management including collection, landfill, transfer, material recovery and organics. 

With a range of qualifications and skill sets, Troy has delivered over 100 major strategy, infrastructure, procurement and operational projects across Australia for more than 70 clients. Troy has unrivalled experience in developing strategy and then executing that strategy including small initiatives (circa $350K pa) up to very large projects (circa $1B AUD pa).

Troy’s key focus is to link the strategy with the detail, by taking a holistic system wide and life cycle based approach to integrating infrastructure and services to deliver outcomes to customers. Troy’s mix of qualifications, skills, experience and approach have often delivered client savings in the many millions of dollars, with a number of examples where more than $1B AUD has been removed from the life time spend of a project/initiative.

Troy has delivered and operated some of the largest facilities in the country and has completed a number of periods overseas in projects or facility inspections including the Middle East, South Korea, along with an around the world waste to energy and anaerobic digestion technical tour in recent years.

Troy’s work has resulted in numerous State and National awards in the waste and project management sectors.

Troy has held local government positions in Beaudesert (and developed the 22M cubic metre Bromelton landfill), Brisbane City, Toowoomba and the City of Newcastle. Troy has held Government roles in Queensland Treasury Corporation (seconded to LGIS).

Troy has held private sector roles in consulting roles with Aurecon, and ELP/Greencap, and operational/management roles with JJ Richards and Sons and Delorean Corporation.
